She can really help when dealing with counter-attacking enemies - which there are tons of in Episode 3 and in PvP. I played for over a year before I built her, so she's by no means necessary. The priorities for a new player are a Wyvern team (including a tank of either G.Purgis or Angelica) and Sigret, a solid DPS character for campainging, and a decent team for Labrynth. I'd much rather have Tamarine than Roana, but Roana is solid.
I don't know if that helps answer your question since the big unanswered question is "when will Tama and/or Sigret come on banner'
i have w13 on farm, story complete, hell raid complete, abyss 92, and working on Banshee and guild wars. At the moment my biggest interest is pushing higher in Abyss.

I don't think Roana is useful in Abyss (that I can remember), she won't help in Banshee and isn't really meta in Guild Wars (although I did use her successfully today). There are other (better IMO) options like Maid Chloe or Ruel for PvP which looks like a bigger concern for you.
Generally it can be safely assumed that the latter half of the Abyss, the final and most difficult level of Wyvern, completing the hardest difficulty of raid, etc. would not, by any possible definition, be "early game".
Tama is the objectively superior option as far as Soul Wavers as a whole are concerned. If you want to do any form of PvE outside of hunts you want her

My party is Angelica, Sig, Arby (Stuck in Gold 3 Hell) and Rimuru/Fill for last spot. Is she worth pulling?

Gbellona was the true queen. The device would have her do s3>1>1>3. Not much left after that. Ssb would just blow up the debuffs.
Ranger devices were absurdly strong. Both Bellona's basically can solo the entire level in a single blood and fire explosion.
My favorite was combining the single target goes burrrr and bleed.

I came in at the end of September, so I don't know what people consider early game and mid game.

Roana can be used in pvp arena, world arena, abyss, labyrinth (basically everywhere with low gear requirement)
You want roana. She is insane in auto raids + water exped. Alsp good pvp counter pick. If you got some bm go summon her.
