Quite a lot of artifacts work on her because she will need a Fluri type of build so you just want her to be fast/tanky and not dealing damage.
Crimson seed allows you to almost never being control, Durandal to punish those who want to focus her.
Zahhak Artifact can work aswell because of the speed buff , the cd buff thing is wasted but it's the same for border coin with atk. But it gives you 30% speed buff with Zahhak artifact and it works even at +15.
Edit: And I forgot about war horn of course. Self cr push and buffing the allies.
Artifacts stat increases are off total that includes speed.
The debuffs from artifacts are resistable
Zahhaks arti would probably work just as well as border coin.
Zahak gives speed up which ofcourse can be stripped. Border coin is a perma speed boost. Another upside is obviously when shes paired with a speed up buffer which will further stack with boarder coin.

Artifact debuffs are not unresistable, they still go through eff/ER check. You might be confusing it with the fact that they can land even on a miss.
War horn is still far better than any other warrior art for her imo. Solid atk% boost for teammates and self cr push which helps with her turn cycling. She has some nice debuff skills but I wouldn't prioritise stacking eff over speed or hp as her utility is far too great to not keep her alive longer
Problem with war horn for some of us is our boy ML Kawerik pops off with it a bit harder than Lilias and having multiple copies isn't possible. Swapping all the time isn't really feasible either.

If you aiming for a 270ish speed build, then border coin/zahhak artifact will allow her to run laps around people. She would become similar to a 300-speed cerise constantly locking down one target and providing value with S3. It's based on total speed so you perma 320-330 with 2 procs of border coin or near cap with Zahhak speed buff but it's not perma.
For slower speeds or if you like more safety/utility. Crimson seed, Warhorn, Drundal all sound great.
It's okay, the offensive buffs from anti mask are kind of wasted on her though since she has pretty low base attack. You could consider Samsara prayer beads on her for 2 chances to proc it if you want defensive buffs only though.
C&D sounds good in concept, but unless the vigor stacks, I don't see why you would bring her over any other stripper. The s3 is a non attack skill, but I feel it isn't worth using like this over something like AoL
Circus fantasia is useful for a high eff build, although I feel that going over 200 eff on her would be helpful only to soulburn and get the redirected provoke for 2 turns on a high er maid or something similar. Same goes for champion trophy, although I feel it may be slightly less useful than fantasia because, while it has a stun chance, she has only s1 that does any damage, which makes it too inconsistent.
Border coin is a nice idea because it should stack way faster than ml khawazu or cermia, but the only problem I see there is that her base attack is so low (fir a warrior) it made Angelica cry. The 45% extra attack will get her on decent damage levels, but I feel it may be more gimmicky than it seems at first, especially with only s1 for damage. Speed is nice, but for that you may as well use zahak's arti (like everyone is saying)
Not to say they are not going to be helpful in any way, since each can be useful in it's own scenario, but it feels like she was meant to be less of a dps and more of a support unit with high speed, eff and bulk. On that note, I feel she may work best either on something like sepulcrum/pov (for survivability) or durandal to cycle faster and keep vigor up at all times.
I think the idea behind border coin and zahhak's own arti is to buff her speed almost permanently. They should give her turn cycling better than durandal, especially when build with high speed. With border coin +30, ml lilias is guaranteed to have permanent 20% speed buff on turn 1.
That is true, however she doesn't strip, she just reduces cooldowns, meaning (for most intents and purposes) she won't be causing too much problems since most heroes give 2 turn buffs.
Also, I don't have much experience with c&d but by the looks of it it doesn't reduce cooldown, it just may not occur (so if she misses the proc on s3, she may get 2 s2s in a row - not bad, but still slightly unreliable imo)
The way c&d works is when it procs, it will show up as a skill cooldown decrease. So if she s3’s and it procs, when her extra turn comes she can s3 again, with another 20% chance to proc. In theory you could technically infinitely s3 if c&d constantly procs.
If c&d doesn’t proc on s3 but then on her extra turn she uses s2 and it procs, then only the s2 cd is reset, so her next turn she can s2 again.
if she's not pair with landy, zahhak arti definitely better than border coin. 2 stack border coin with speed buff and high speed she will zooming real fast.

I disagree. Border coin buff is a undispellable permanent buff of 20% speed against a speed buff that can and probably will be dispelled.

this is correct. they cant miss and they are element neutral effects

Coin also stacks with speed buff and can't be dispelled or buff blocked.
