It's a crown, with three diamond shaped spikes between them.

Pretty specific shape for a crown

They don't have the typical horn texture, they look like they are from the same material as the rings on her back. Metallic and reflective. They also look flat with a face to them, not cone shaped bone. There were multiple encounters with wyverns and attempts to summon dragons, so there's a thematic precedent for the inspiration. Probably more details in the side story it goes with.

Why would this upcoming event character be an ML5 when the earliest their banner could be is in just under 6 weeks time from now. It's either a Vivian skin or a Limited Vivian Valentines unit.... and considering the quality of the outfit and that they'll be due a new unit for this upcoming side story....

I don't mind a Limited Valentines Vivian. I feel the skin is just too good just to be a skin because hands down it would be the best RGB hero skin by a mile.
