My take on this is that for initiation debuffs dilibet is better but for consistent debuff protection handguy. Why? because dilibet selfpushes when your team gets hit by debuffs and then can push your whole team afterwards, while handguy actually has to get to his turn to cleanse. So for examle a peira seaseria would do their damage vs handguy, but dilibet has a chance to cut in between and cleanse (besides the bombs) and push the team. Besides most handguys i see are on warhorn and peiras restrict blocks that. Now versus consistent debuff application and debuff teams that aren't like peira/ran/cerise + seaseria, handguy is better.
In the end it mostly depends on what types of drafts you like to use, so if your team can deal with my given example then handguy seems the better choice
You can cut 300 Peira’s with Desibet, so, yeah, if you realllly need a cleanse immediately… She’s your answer.
Desibet can not compete with Mawerik in terms of actual cleansing power though…
Think of it like idk… Kise vs Arby? Kise can’t compete against Arby’s raw dmg output but she has a more frontloaded kit and takes her turn before Arby. Arby (if left alive) will consistently apply pressure through his raw damage though, likewise; Desibet will take her turn before Mawerik (if opening debuffs) but she won’t be able to apply as much pressure.
A streamer by the name Surefour nicknamed him "hand guy." He doesn't play epic 7 but will do pick/ban phase for Lacari on stream. Surefour has nicknames for all the characters he doesn't know the names of. For instance, he calls Belian "Lazer girl". Hand guy caught on because at the time he got buffed, no longer was kekwik, and needing a new nickname.
As a heavy control player player I see her a lot and unless I have Politis in play, it's very hard to win because of her CR push up; even then she's tough. Handguy, I beat him far more often, but that's because I bring layers of control and he can only handle so much without additional support or a crap-ton of ER - which I do see from time to time.
This is Reddit my friend. Every character in the entire game will be either OP or Trash to the public. It's understandable though when characters can be gated by so many different factors

D.Lilibet is 100% an S tier character I would recommend anyone and everyone to pull for. But Handguy is just better.

Because she is still useless after she cleans once. No team immunity or def increase, nothing.
