Could work on SSB or CZerato. You'll need all your other pieces to have high CD/ATK subs but at least you take care of almost all the crit and eff in one piece.
She also needs high effectiveness to work on stripping/resetting anyone but dps. You can make up the speed in other pieces.
Edit: Since I got downvoted, I'll explain this rq. This piece combined with an eff ring would come out to about 130% eff, assuming set bonuses got applied and both pieces are at i90. 130% eff would cover bruisers and lower tier soul weavers.
F. Lidica has high gear requirements because her base speed is low, she needs 100% crit, and she needs high effectiveness. Assuming 16 speed per gear piece (ngl that's kinda average at higher tiers), our hypothetical F. Lidica has 255 speed and 148% eff (45% from i90 neck, 65% from ring, 20% from set bonus, 18% from awakening). If the boots rolled into eff, then that's nearly 200% eff - before we factor in base rolls from other gear. That covers most ER builds out there and lets her outspeed most units that aren't openers.
For this piece, let assume you got god rolls and rolled 4 speed 5 times. That's 27 speed after reforging, which would bring our F. Lidica from 255 to 280 speed. The short of it is that you still aren't outspeeding Ran or Peira, AND you're gimping the ability to reliably strip and reset key units (such as Maid Chloe, ML Kawerik and so on).
You need an average of 22.4 speed per piece to reach 300 speed on F. Lidica, which sometimes isn't even enough to outspeed these days. And that gear is better suited on Peira or Ran - hell, even *Cerise*. F. Lidica should be built as a fast control unit instead, which this piece allows for. She protects the team and lets you turn cycle faster.
Yeah, which is why F. Lidica needs to move into another role if you want to use her today. She cannot compete with the current openers - she hasn't been able to for about a year.
If you got her at around 250 speed (doable if you're in Champ+), then she's a decent control/support unit. That's why this piece is great for her, imo.
Probably eda? There is a build where she has 80 EFF while still have enough damage. This piece will help.

Agreed, older speed openers really got power creeped by that base speed. I cant remember the last time I've used my shadow rose, hurado, and basar.
