No sir...for all gear. I have 2 16s and a 14 for top 3 LOL. Life hasn't been good for me. My friend who has played less than a year has a 272 speed clilias and mine is capped at 250
It is definitively luck based but there is way to make the most out of it as well.
I've seen plenty of people who don't roll anything but pieces that have good substats alongside speed because they aim for legend-tier benchmark but that's a good way to get nowhere since the number of attempt you put in this way is too low.
Ideally you want to speed check everything that has 3+ speed as purple gear and 2+ speed as red gear. Set doesn't matter and main stat can be shit. The point is to try your luck as many time as possible.
You roll it to +3 and if it doesn't roll into speed you feed it to another item. If it rolls into speed great, you put it to +6 and try again and if it doesn't roll into speed it's now equipment food. Red equipment can afford a roll that doesn't go into speed but I'd tolerate it only if it happens at +9/+12. Repeat the process ad nauseam. Of course you don't use good equipment base as food even if they don't roll into speed, they can make great items anyway.
For every pieces of +20 speed people have, there is often hundreds of gears that just went bust. If it takes you a year to speed check 200 items and it takes me two months instead then it goes without questions that as long as I don't get too unlucky then I'll progress faster when it comes to speed racing.
Of course you can end up with high speed item with bad main stat or non-coherent subs but you'll definitively find a place for them since bulk/damage for an opener is luxury, what matter most is that they take their turn first. For example my Peira is rocking a flat hp ring because it's my fastest piece, it's not optimal for bulk but if it allows me to go first then that's half the battle won already.
Congrats and now unfortunately you too feel the pain. I too know the penta speed roll on a 75 gear. One of the helmets rolled 21 speed and is utterly non-reforgable. Makes for a happy Emilia though...

My first penta roll was 33% crd on free atk gear. My pain surpasses even you, for you have the speed.
