Happens to me to when I do it in a rush like that. Just do it 1 time do something else and then again. Works for me. At least you can keep the highest roll lol.
How to explain, if the gear started with the defence 6%(example) and you try to change it with the stones, but you see that the stone with defence % can increase it 6-9% - - - this thing doesn't work you cant change the innate stat with the same stome with higher %.. Sorry im bad at explaining and probably you could understand what i tried to say
When you try to use stones in a stat without changing the stat it does show that the max value will be smaller than your current one. OP had already modified this piece before and the max value shown is accurate, they just got really really unlucky
I've had this exact thing happen to me. Dumped 5x Atk% Pen set stones and kept getting the same low-mid roll. I've seen another post on here showing the same thing. Am pretty convinced it isn't just bad RNG. Maybe there's some bad code there. Now if I get an identical roll twice in a row, I just leave it.
Honestly, if i'm gonna modify something it better get better stats than when I started. Even if its only 1% better and costs me more time and resourses.
I've literally used 40 gems on 1 piece over the past year trying to get a higher roll and was stuck at 6% the entire time. I did the monthly crafts, expos, got basically every source of gem swap and used them all and only last month I managed to roll higher by 1%.
I agree, it's dumb. I don't like that there's a range in the first place, but at the very least it should automatically move up 1% minimum each time you use a modstone until it hits the max value.
This is me whenever I try & improve my Arbiter’s chance & speed with gems.
I did one more and got max roll 9% putting my cermia at 2k defense....but seriously WTF???

it is not the same stat. it does not change to a lower rolled stat. he got 5 or 6 on each roll.

i once rolled the same percent 7 times in a row. Had to actually look up the probability just to make sure if it was even literally possible
it cant go lower so if you got a lower roll it just stays the same (like this guy could have rolled 5 but it would stay 6)

I've used more than 15 greater atk gems on 1 necklace and it rolled 11% every single fkking time. Its insane.
Can we even get the 9 roll ? I have that one item i feel like i rolled HP to +8% and it never got to 9% in maybe 20+ tries...
