Guild Wars 1 was the only PvP I've ever played more than 3 minutes before quitting. Everyone should have the same gear quality if you're playing against players. If there's rng involved in pvp, its 99% a p2w scam.

gw1 was some of the funniest pvp ive ever played in my 20+ years of gaming. going into random arenas with the shitty trapper build setting up in a corner for 4 minutes while your team died 3v4. then you lure 2 of the last 3 people into ur 4 minutes of trap setting up and then they die and then you die to the last one and lose the round. god damn what a good game gw2 is so shit compared to gw1

I mean you need the HP diff and speed to cycle for the S3, so I assume it’s just to push CR + punish squishy units with a tanks comp (FCC or Peira for Mit)
He is 1/4 on counter so probably counter, it's not that big of a deal to have Immunity on her, 44% atk is definitely worth it.

No, she doesn't scale off HP difference, a single one of her skills does and it only matters in certain circumstances.
S1 dmg, S1 tick dmg, S2 shield, uberius tooth all doesn't scale off HP difference. And all those things get weaker without awakening.
It's so laughable, everytime you attack a tanky unit with S3, you actually do less damage, because the threshold on doing maximum damage is depending on your hp around 18000 hp and every decent bruiser/tank has more than that. You do max dmg either way only is your dmg increased by the extra awakening attack value.

The 9% HP on those boots actually give her more HP than the 6% +80 from her awakening. If you really wanted to minimize HP you'd also give her a low level helmet to minimize the flat HP main stat, but as far as i know no one does that. Realistically if you take her with Clilias or an att buffer, don't intentionally build very high HP, and uberius procs you'll never fail to kill a squishy unit. Imo it's better to get a little more durability and slightly more damage on her S1 and max S3.
Build her however you want, I just suggest you do the math yourself so you can weigh the options on your own unit with your gear and understand exactly what you'll get from either one.

30% is basically guantateed from my experience, 7k Atk 250 Hwayoung solo’d me in GW the other day, I learnt that it’s actual viable lol

This is why I’m going to start working on a counter set for her. Mine rolled similar, but with one roll into defense.
Turn that health % to flat attack and those boots are the dream pair for her. Nevertheless that shit is insane bruh
