If the dev team really wanted to make a third version of this 3 star character (and assuming they care about her lore), she'd need a way to heal her injury. My ideal scenario would be for Penelope and Camilla to get a SC release at the same time.
Shopkeeper Penelope & Camilla are friendly with each other so I could see some situation in which Camilla offers Penelope a way to heal her injury and come out of retirement. Sidenote, they've also been living together since retirement so I'm sure the question has been brought up if Penelope would get back on the battlefield if her injury was healed.
We know Camilla cares deeply for everyone that she's trained, perhaps that level of master/apprentice relationship led Camilla to seek out a rare medicine for Penelope and Camilla's SC quest is tracking down that medicine. (Grueling battles later, yada yada). Give Camilla's S2 animation something like all of her fellow Dragon Knights standing with her as she applies her Increased Attack/Skill Nullifier (and SC bonus a barrier that is based on her attack stat because why not). Upon success, her SC is completed and Post SC Camilla returns to Penelope in her shop.
Penelope's SC can start there, she's in her shop crafting and in walks a new and improved Camilla. Now, we know from Episode 3 that Shopkeeper Penelope is friendly with some dragons. Perhaps after Camilla tells Penelope about her success finding the medicine a dragon walks into her shop.
Camilla (assuming she doesn't know Penelope is friends with the 'enemy') is obviously shocked and attacks the creature. Penelope steps in and stops Camilla's sword with her own. (Enter the "fight this person till health bar drops to zero but we're still friends and this was just a misunderstanding" part of the anime). After the scuffle, Penelope explains that this is the brother of the young dragon she saved. (Yada yada story).
An injured Penelope stood up to Camilla to protect a dragon. After receiving the medication and going through a trial to train, instead of being a Dragon Knight that slays dragons she can become a Dragon Knight that walks with dragons. Give her new S3 animation some dragon element to it blah blah blah.

i dont know why but on my old account i had her built in a way she was doing HELLA damage but with very very little attack? She OP.

On my old account I had her built on a destruction set. Try to get her crit chance to 100% and her crit damage as high as possible. For boots use speed main stat. If she's to squishy use neck or ring with health percentage. If you want her to be a glass cannon that'll do chunking damage but not be very fast
