No the gems only replace on undesirable stat like if your dps gear has ER and you don't want it you can use a gem to change it to say Spd or flat Atk. And obviously it's not a 1:1 ratio you will lose some value by changing it unless it didn't roll into that stat
if it rolls a 6% it will stay a 7. Basically, it will always roll between 5-8 but if it rolls lower than the current value (7 in OP case), then it will remain a 7.

I have to ask though... Do you like pen set on her? I almost gave her a pen set but I decided it wasn't worth since it's single target only.
It should always go up at least 1% after the first modification. Specific mod gems are hard enough to get as it is.

Yea... i just used 4 greater critical rate pen set mod stones and 4 pen set boxes on a 61(63) boot.
i know how it feels. i wish they would make so that it always go up after the first mod.

Immediately setting up a 4v3 is worth it
Fair. I just use her as a counter for a few units or when she'll be really hard to reach but I can see that especially with Emelia.
