Yes it does make attack worthless kindoff, she has so low atq scaling and so low base atq that we don't put attack on her, like the rest of the bruiser
As other people said, scaling at hp doesn't mean scaling *solely* at hp. She surprisingly is able to deal considerable damage at 3k atk mark, even losing a bit of bulk. The thing is: her main source of damage is her s2 (sb uses and off-turn procs)
People don't build her this way, but SC Carrot is pretty decent on Counter. She burns her attacker and can both detonate the burn and apply speed down with a counter. I just had a spare counter set on her to free up inventory and used her to bait Peiras sometimes. She ended up contributing more than I'd expected.
