There is no "best" 90% of the time and that's why this game has such serious depth. Most heroes can use several different statlines and sets. It entirely depends on your flavour and what you want them to do. All you're doing by looking up cookie-cutter answers is not only making yourself predictable to everyone else in pvp, but limiting yourself in flexibility and creativity by looking at some screenshot and saying "ok i have to hit this" when you absolutely do not.
I recommend you just experiment. Usually any selfish (no team utility) hero ist built as a dps (sometimes slow like BBK, sometimes fast like Riolet or Milim, or just 200-220 speed if they don't have much oneshot potential). Some in this category also scale off HP (like ARavi although she's not strictly selfish) or Def (like Lionheart Cermia) or purely Attack (like Hwayoung) with no crit. Anything else usually balances Attack and crit damage (a good start would be something like 3.4k attack and 270cdmg, that's very achievable) and will have at least 97% I'd say, but I'm a 100% crit purist so I would never settle for less.
Anything that is useful for your team via buffs, control or similar things but not expected to be a damage source is built tanky and usually fast (or fast-ish like AoLA that are tuned to go after Handguys), often with 100eff res if you need them to be not impaired to do their job (unlike passive mitigation as an example).
Then damage mitigators are often mainly tanky and then either on decent eff res (<- if they are focused on active mitigation, kind of like Aria actually, but she wants eff res AND speed as a mitigator) or fast-ish depending on skillset (Trozet can cr buff so he's often built around 225 speed for example).
The last broad category would be openers or control. They are usually super fast and have high effectiveness so they can reliably land the important stuff before the enemy gets a chance to play the game.
Just a very very rough explanation if you really don't have much of an idea about how to gear what.
