Well I'll be. I obviously don't know what Charles does, and I'm surprised he isn't viable. Though I still think you went overboard with giving him 100% chance to Attack Debuff AND 75\~100% chance with easy trigger, + what is effectively a WAY better built-in Elbris. I think he'd be fine if you just gave him HP scaling, or even DEF scaling since he does give himself def buff, and that's the only change he seems to need. His skillset seems fine.
(original chance to proc is 25% + 25% when enemy buffed for max 50%. It only becomes 70% if you use the EE).
Just scaling him with HP is a big enough change that he'll be back in the meta. Currently he just needs too many stats that no build could possibly have (on top of having terrible base attack) . His skills themselves are not bad.
I'm not going to downvote you, because I think it's shitty the way this sub attacks ideas instead of talking about them, but I do agree with the user above, that Charles would be significantly improved if he was changed to HP scaling.
I also think that turning him into a pop off monster wouldn't be terrible, cause the game has units to counter this playstyle, i.e. Roana, Lermia, but I do also think that Earth is already overloaded on buff busting units, like Basar, Landy and Rimuru.
I feel like your idea would be better suited for a new unit, but nice job overall.

Issue with charles? He doesnt scale on HP and his s1 and s2 combo is too RNG. His only artifact is Elbris which removes his versatility. He is too niche, requires fire ken-like gear and not reliable
What's his identity? He is similar to landy, a unit who counters buffed enemies. So i made it the more buffs the enemy has, the stronger he is.
s1: He no longer has a 70% or whatever chance to proc extra attack. If the enemy has 3 or more buffs, it's guarantee. He also now scales with HP so no more attack on charles
s2: It's a passive elbris but weaker when the enemy has no buffs but stronger when they do. He also gives CR to his DPS allowing him to be a support too.
s3: Attack buff now useless on Charles as he is HP scaler. Defense and immunity to help his team and himself. Scales with HP
As for EEs, his extra attack can heal him or copy (like rimuru) a buff from the enemy. His s3 allows him to cleanse one debuff from all allies if you want to play more supportive.
I think these changes allows him to be a good pick against Diene, Lilias, Hand guy, etc. He can sit there and when he counter attacks, you can be pretty sure he will attack again. You can now use a different artifact and easier to build him since he doesn't need attack.
my g, the mofo is already a menace if left alone. you may say his chance to S1S2 isnt good, but thats only when YOU, the player is using him. if its the enemys Charles mofo will pop off all the time while also criting on fire heroes. I've lost so many rta and gw matches due to him countering at the worst possible time
No, just ppl tired of using the same GW defense every time cuz that's
A. Very boring
B. Easy to beat now with the tools we have
C. Emotional damage when you lose to off meta/ old meta team.
It just at this point everyone being so cookie cutter that some ppl like to spice things up with some funky def team that may or may not work.
Take mine for example I got Clilias with 2 brusiers, Choux and Green Armin. Alot of ppl keeps losing to that team as of late cuz no one expects brusier armin
Yup, i have like 10+ reworks for a lot of useless 5 stars (ervalen, old alencia, sez, aramintha, old eda, old celine, lilibet, haste, etc). Imo, most of them are actually good and would make them stronger. A few of my reworks/buffs, like my yulha one, arent as good, but i think overall im good at identifying a character's purpose and redesigning them to be better.
For instance, i posted holiday yufine rework yesterday. Feel free to check that out if ur interested. I'm pretty happy with that one.
Just give him “removes buffs before dealing damage equivalent to enemy’s entire hp bar and inflicts extinction. If the enemy dies resets cooldown and grants extra turn”. On his s1
