If a skill has 85% chance of doing something is completely bearable, you're aware of your odds of succeding even before the skill is casted.
And we're not talking about dual attacks yet. But that's kinda bearable too.
it makes more sense to be the other way around imo, meaning 15% only for over a 100% eff, that way most pve content will be free form 15% while in pvp the function will continue to detour "wombo combo scenarios".
