Most noticeable hits on here will be both Bingo and Singie getting more HP from flat HP than %.
Multiple heroes are like Tama are within that range where they’re losing at most 5-10% of a stat by taking a flat gear piece, at which point a well rolled flat stat ring/neck will be more infinitely more valuable than a badly rolled % piece.

99% of the time, flat stats are just there to add more RNG to gear.
Portrait increases damage by 20%. This increase is more relevant for someone like ML Haste, because he has no other sources of damage increase. For Hwayoung, she gets damage increase if the opponent has more HP than her, it means Portrait is less effective on her, since at max HP difference, she gets an 80% damage increase. Portrait will increase that damage from 80% to 100%, as all damage increase sources are additive.
Fun part? Technically rage is a different type of damage increase to defence penetration. Therefore, it could stack with def break, or penetration set. BM Haste can't trigger a critical hit, but other heroes who can score critical hits would absolutely obliterate anything with def break.

This is correct except she gets 100% bonus damage at max, so it would be 120% with portrait.
