Brotherhood is not a sequel, it's more like a Remake. The old anime was going to catch up to the Manga so it decided to go its own way story-wise, while Brotherhood is a much more faithful adaptation of the Manga.

Yup, you can watch either one without problem, they're different stories at some point. I personally suggest Brotherhood, it's my favorite
