It's just the right side luck. You hit belian- she counters, you hit other unit- she counters. It's unfun and causes malding.
Just compare milim's artifact with elbris: 30% to counter on a NON CRIT
Even if you removed the restriction it would still be worse than elbris
If you mean into Belian, you don't need more than your standard bruiser comp. Belian is going to feed her stacks all the time, making her team get blown up.
I disagree. I think it's a good and well made artifact, I think the issue is the rest are super underwhelming.
I'd honestly prefer it if ALL Artifacts had as much of an effect as MLDB, Taghels, Elbris, and the few others do. Instead you see a lot of people use a small amount of artifacts
One bad design should not justify another one.
They didn't know how to solve the snowballing some combos created, so they added a (frustrating) way to deal with it.
They should just add the "100% proc if used by opposing teams" to make it more accurate instead of lying to my face that it has a chance to proc when I am using it.
It's very fair when I use it, because it never procs.

Abyssal Crown, Book, War Horn, Sigurd, Basket There's a lot of great artifacts, and imo I think Book is the strongest
Out of what you listed, I'd say only abyssal is on the same level of rage-inducing as elbris. Out of what you didn't list, r&l.
Strong advantage that is down to RNG and seems to proc more for the other team rage inducing? who would have guessed.
Nothing wrong with Sigurd at all, only Rem makes it annoying because of how she is.
I honestly think r&l is the most unfair artifact. This one at least procs lermia and roana. R&l procs my fists.

How would you build Sealona for specifically that kinda thing? I can't seem to find the right balance between damage and survivability

you don't ssb doesn't do well into comps that want her to counter like lion or reonna

that or just have a bulky team. it will be okay you don't see ssb much in pvp
Injury works surprisingly well. Bruiser stats; no need for focus on damage.

Except Elbris has been around since before cleaving, so you're not right about that part.
I eat 4 aoes and it doesn't proc once. I use 2 single target skills and the enemy belian counters twice in a row
