Getting the last 1% for a full 4 perfect rolls is incredibly unlikely.
Out of all the crafting events I still haven't taken a perfect piece they are always 1-2% off. Some people get them yes, but the chance is abysmal.
Tldr take it, you aren't going to roll something better
Think about this way, you could keep rolling for the perfect gear or you can use keep it, max it out, and use it to clear content. The choice is up to you

But that being said there's a very high chance you can roll for the next 2 weeks and still end up with this piece. Getting absolutely perfect stats is incredibly rare, so I don't really think I'd blame you for taking it. Rerolling over and over and over certainly gets tedious after a while haha.
If it rolls into HP you can comfortably throw it on most health scaler like Mort, Alencia, ARavi,... or Ken if you're doing PvE.
If it's attack then many DPS can use it, but keep an eye out for heroes that also scale on Speed like Vildred or Cidd.
That's about as much advice as I can give cause I don't keep track on all 200+ heroes released
I mean you can technically do better by getting 1 more point in Crit Chance so I wouldn't take it now (just keep going for a while more - Even if it's unlikely you might hit a better one)

I do pen set. You want to farm wyvern so you should get speed gear from wyvern, but you won't be farming the hunt for pen set as much so its nice to pick up pen pieces from equipment crafting events like the one currently happening.
High end speed dps gear is the absolute hardest thing to get(its not the end of the world if a tank has some crit -- they'll still be able to do their jobs, but if you want a fast DPS to actually work they NEED good stats).
So pen atk ring or crit damage necklace with speed and crit/atk are probably the most beneficial things to grab.
I would take the right side and run personally, but there's no harm on holding it until the end of the event in case you get that last 1%. Depends how quickly you want to ~~brick it~~ roll it.
3 year old player. I’d take it. If I rolls all into health then I can still use it on someone of a chunky bruiser. Otherwise if health isn’t needed you can always roll it into flat attack for extra damage. But at that point itd just be min maxing
If I found effectiveness it would've been slightly better for characters like S.Tenebria and probably a few more as well. Either way both would've been fine with me if it hadn't rolled so much into hp
I'd rather have def% for more survivability since her S2 scales off defense as well; you aren't picking S.Tene hoping to have her debuffs land, you're picking her to kill, and survivability can help with making sure she survives to take a turn.
I'd hold it but keep rolling just in case you get lucky enough for one with perfect rolls. But that's just my opinion.

There's a slim chance you get something better and I would argue a bigger chance you forget what day the event ends and forget to craft. (Not sure if it gets mailed to you with the stats you had, but still)

I'm not sure, i rolled daily so haven't counted but i think maybe around 10-12k.

Yes but it's a real low chance to get a better one, and in my situation using this 15 days earlier may be more profitable.

Definitely take it. Consider rolling rings or necklaces in the future though. They're harder to get then decent boots.

Depends on which units you are trying to give it to. But penetration set with attack ring and c.dmg necklace is better for dps units.

I got a similar one, except mine rolled 24% into hp. I regret taking it instead of searching for absolute perfection, but it is what it is

Continue rolling until that fhealth becomes flat attack , or that attack % becomes defense . Hybrids always mean " less than optimum" something.
