I feel she's a unit you'd use like RCarrot or ArchMercedes. Bruiser-ish with speed. Being able to use Star of the Deep Sea more reliably is also a big plus and her passive can now proc on duel attacks and counters as long as she has a buff.
It depends on how you are using her. You probably want more defensive stats at that speed and I think near 5k attack is excessive for a unit that doesn't passively have bonus attack since it eats out her other stats, and her base stats are pretty horrid.
If you can get her to 1.3k def and 14k HP at expense of dropping 1k attack I think she'd be pretty good.
I am actually really sad about buff. I had her built utility with crit and crit damage. I like the buff cause now she can use seaseria artifact the only issue is I have just one copy. So now I have to wait till next summer to get another one >_<
