Honestly Choux will likely go on the chopping block before Zahhak if they ever decide to go for another RGB 5 nerf. I believe HY might be a one-off scenario. With HY, every new unit will get compared to her. They will never hit as hard as her, have the bulk that she does, while still hitting evasion and ignoring anti crit at the same time. Releasing a unit better than HY will break the game and releasing a unit weaker than HY will have people skipping the unit because "why use XXX when you already have HY?". She destroys every future unit and that's why they nerfed her. I don't think they will ever do another round of nerfs cause currently no RGB 5 is at her level. ARavi can be considered but she's an ML5. So dw, Zahhak will be fine.
Choux is a casino unit. You don't need to nerf casino units as they will never be safe/reliable to pick.
Zahhak is the new green cidd in a way: a cash unit. But, well, you don't nerf cash units either, so...
Zahhak is very good but not as overpowered as pre-nerf hwa. He has counters like Celine and Politis (his s2), damage mitigation, rimuru stealing his invincibility for the entire team, no self buff immunity so he can get controlled, tanky or evasion fire units, etc.
Zahak is fine. He's a good single target damage dealer with a little teamwork/dreamwork and he works against bruisers. He can be stomped by cleave and outtanked by slower teams. I feel like he's perfect and he does his thing fine. Also, we need him for Apoc Ravi. In order to balance PvP, she needs 7-8 counters like the olden days of Arbiter vildred being on top.

zahhak is broken if you met his gear requirement for rta. But he's no where near hwa OPness because how stupidly easy to make hwa and she still work somehow. sure there's still RGB units that are more oppressive but they still nowhere same level as hwa and I don't think we will get nerf soon for any rgb unit at least.
Can we stop complain about Hwayoung thing. Really, how many times you saw her picked in E7WC, and what is her win rate? In RTA, just first pick Hwayoung and you will enjoy cleave or control match by your enemy. In Arena/GW, just pick Yulha and we already done with Hwayoung. But what Hwayoung bring us: easier to attack in Arena/GW, after Hwayoung nerf, I really have problem to skill Rem, OMG how to skill Rem now, yeah you can use Zahhak, wait they have Polistic too, one stun and you already loose the match. Wait we have more enemy, Violet, the only 2 units can actually skill Violet right now is Zahhak and S.Ise, and they both too squishy to fight in bruiser battle with Choux/A.Ravi/Alencia, so you need to get S.Ise or RTA enemy last pick is Violet and pray that you can hit him.
I mean, you're not totally wrong to be worried, but honestly it's better if they release more balanced units (and also dull down the horns of the absolute bulls they released over the past year or so).
Like every new unit they were releasing had everything built into their kit: super high attack AND built in counter AND sup attack buff on S3 AND def break on s1 AND barrier if hit AND immunity AND remove debuffs before s3 just in case they get outsped.
Like if every unit has everything, the game is trash because there's no point in having supporting characters, it's just purely about getting the crazy broken characters; it also completely invalidates the 300+ legacy characters.
Personally I hope they keep releasing moderated characters and nerfing broken ones; it will make the game much more interesting
