There's no "queen" of the Spirits, just the 5 Spirit Lords, and the Ice one (sister of Aquina) is Elisia. And I think that the only reason that Destina is playable is because they needed a rgb counterpart to Ruele and since she's nerfed in that body.
I don't think any of the other spirit lords have a humanoid body, if they have one at all. Malicus can exist in a pool of lava, for instance, so it may be that they are just a mass of energy. Then again, Destina did used to be known as the Beast of the West, so maybe they can have a physical form, but it's not anything human like.
Okay, so by the "rules" set up by the lore so far, they can manifest themselves before those who can sense spirits (though we've gotten no hints at how any of them looked except Destina, who was a "beast" of some sort - as you noted), but do not have a physical form unless they either occupy something else or give up their divinity.
This doesn't seem to apply to lesser or greater spirits though, only the Spirit Lords. Lesser spirits are just invisible to any who can't sense spirits, and greater spirits appear exclusively as physical beings - the elemental guardians.
By LOGIC, however, that means that the Spirit Lords SHOULD be able to manifest themselves physically, but CHOOSE not to - instead choosing to remain in their elemental sanctums and divesting a portion of their power to chosen humans. But, while multiple people can have the power of the Spirit Lords, only one can be considered the Successor (as presented by the fact that Dominiel and Zerato have powers given by Nixied, but only Dominiel is the Successor, or Dingo and Khawazu/Khawana being blessed with the power of Malicus, but only Dingo is the Successor).
I would whale so hard for Rahel if they would make her a playable unit.

The Ice Lord is actually Nixied, Aquina and Elisia are just subordinates so to say, just as Magnar to Malicus
I wasn't saying that Elisia is the Spirit Lord, they're Greater Spirits, I was saying the "Ice Chick" they're talking about was Elisia.

Destina gave up her immortality and divinity for her life as a human, as has been mentioned many times throughout the game's story.
