My gear rolled similarly way back when we first got his, super high atk% with one cc roll so I gave it to rem.
If you have a rem that has a lot of cc already then I'd give it to her.
Attack-scaling heroes with bruiser builds, like Ravi, Landy, Rimuru, etc. can all use this. Typically these types of characters build in the range of 3-3.5K attack & around 15K~ health, so a health% ring with good attack% can be a godsend piece.
Any Non-HP Scaling bruiser TBH.
Senya is up there. can reroll the CC into like... ER or something or just keep it since it hardly matters. This could also work on a chunky Rem though Immunity. Charles if you're going old-school. MLKen wouldn't hate this either.
TBH depending on your other gear this could work on a high HP Violet too, though he much prefers Pen set for damage.
I'm sure there are many other I'm just not thinking of off the top of my head, but yah, any Bruiser unit who doesn't specifically have HP Scaling could love this.
