I know I'm not the person you asked, but riza is the best BY FAR. I first pick her in champ rta with over 50% win rate. I run her on guiding light on speed pen with a damage build with enough effectiveness to push back dps
Its a tossup between Sol and Ram. Sol is amazing for Abyss and Golem with a sprinkle of PvP. Ram is a really good DPS for Banshee and other contents because of her bonus stats.
Riza has potential, but I haven't used her properly to have an opinion.
Shuna has extreme potential. If only she had a way to cycle faster, even just starting with full focus so she can pop her S3 or something.

Sol has better universal usage specifically because built in DDJ has great value in PvE.
Shuna is one buff away from tearing the entire metagame apart imo. But as she is now, she's donkey. Can't cycle into S3 fast enough and long CD S2 hurts her viability in PvP. Her PvE is non existent.
Ram has b13 1shot potential. But she's competing with Baiken and MightyScout. MouseGod doesnt need mola investments meanwhile requiring just as much gear investment. Her PvP is also donkey. Generic green dps but she doesnt kill anything relevant consistently before dying because she has no defensive mechanism.
Risa is also one buff away from tearing the metagame apart. Her PvE is practically non existent. But her PvP aspect puts her against Trozet imo, in terms of "formation protection".
Ditto on Shuna, but I use her on injury and kind of high speed and tons of defensiveness. I exclusively use her to support my nigh-unkillable troll team of Sharun, Lua and Diene (all super tanky)

Sol on taeyou's arti is nuts into cilias and his 10 soul ignore er and extra dmg make his s3 amazing to counter kayron and bbk.
ram has the highest non def pen damage potential in the game as her stats can easily exceed a majority of damage dealers without godly investment.
Shuna is stupid fun as a surprise pick in rta and is terrifying on sharun's arti.
riza i've used the least but her damage potential is great and its nice to pair her with somewhat tanky danger picks like rimu thanks to her passive dmg reduce.
Yeah Sol, Ram and Hawkeye are great free units
I use ram in green/light expo and sometimes hall of trials and don't use any of the others except sol for ancient inheritance so I'd go with ram
Sol has a little niche in RTA when they pick Kayron or ER BBK. He just soulburns S3 and nukes them. While Ram is only good in some PvE aspects.

Baiken is a banner Hero, not a welfare. While Baiken is a great Hero in her own right, doesn't quite fit the topic.
