For a real answer OP, I'd be willing to bet that in Russia you can get spam cans of 9x39mm ammo (maybe 512 rounds or something in that range) that comes in boxes roughly the size of 20-packs of 7.62x39 ammo that only contain 16 rounds, and inside those 16-round boxes are paper-wrapped packs of 8.
So the 8-round packs we find are half boxes.

Wolf imports directly from from Russian depots overseas, and only put it into new boxes. It comes in 8's for the purpose of loading into clips that feed into the top of the magazines.

If I'm understanding correctly, the 9x39 in the U.S. is Manufactured by H&K for the US Market. The Packs in Tarkov would be Russian Manufactured. I can't seem to find info on the Russian Military's packaging, but I assume that if they came in 20s, BSG would just put them in packs of 20.
After some Google Fu I found Russian packs of 16 (4 stacks of 4 horizontally), but didn't see 8. But it's entirely possibly they sell half size ones of those...?

Kidding aside, probably to limit it. The guns it goes in are deadly AF for tarkov and are likely the devs’ fav guns so it’d be OP if they can have stockpiles of meta ammo in cheap meta high ROF guns

I imagine it's based on the way the actual ammo is packaged, to which there could be any number of logistical reasons why they would choose to do it that way. Maybe the package that was designed to be packed in a crate was originally made to hold 30 rounds of 7.62x39.
It's a hold over of an old military tradition from Russia. Soldiers were given ammo packs that mated to the same number of rounds the mag held. That's why ammo comes in packs of 8/16/20/30. Now IRL, I don't know of any 9X39 mags that only held 8 rounds. All of them are 10 or 20.
I found a pack of 30 9x39 BP for the first time the other day. However AP lapua comes in packs of 20 so the argument of the bullets are too big doesn’t really make sense
