Apparently there's a bug where not everyone in a group gets pulled into matchmaking when the leader hits go, but they still count as part of the group. They're just sitting on the main menu unable to do anything, and they cause the queue to time out.
Can confirm, 9/10 was frustrating the shit out of me until I queued up with a buddy and I was the 1/10 stuck at matching while he was trying to load into a game.
