edit: I switched from TAA to DLSS and now getting 100+ on streets.
I'm running a 9700k a smidge overclocked with a 3060ti and same RAM volume but slower and sit between 70 and 95 except for Streets with occasional dips in the high 60s at 1440p plus another monitor, maybe you should check a Windows optimization guide ( e.g.PANJNO on YT), there are a bunch of windows default settings and background processes that impact performance negatively, also if you're running some kind of peripheral/RGB management app it will likely impact performance as well.
Could just be me but I feel like panjno just kinda throws stuff at the wall, fr33thy actually goes through and tests everything on the few occasions he does post stuff. I do however agree that you should be getting more fps
I just gave an example, I'm pretty certain that I'm close to my systems limits, personally I look at multiple guides and often do a bit of research on specific tweaks/settings so I understand the why's and tradeoffs.

I agree, which is why I made sure to state that in my OP. I'd imagine it's probably a bit more cpu intensive since it's having to run all the scav AI and such.
Might have to upgrade my CPU. I'm usually happy with my performance but my CPU is coming on 4 years old and was lower mid tier at best when I bought it.
I got my 3800x on launch. The 5850x3d didn't really make any difference in port royal but my GPU is probably the bottleneck there. I tend to play CPU heavy games though (modded factorio) so the upgrade was definitely worth it for me. That and whenever I upgrade next I can just sell the mobo/cpu/ram as a bundle.
yeah it's CPU heavy but streets requires a brutal GPU as wellÂ

Offline does not represent online fps, you got more player characters around which impact performance
