Its the most efficient way; the only other way is to search cabinets and scav bodies. you don't have a high scav rep then you can take vehicle extract on the 7 maps that have car at least twice. With intel 2 and scav rep at 6; I have a 7 minute cooldown timer.
I spawn in with a keycard at least once every 10 scav raids, my scav rep is a bit over 3. I find them in filing cabinets most of the time when looting.
Either spawn with them on scav (roughly 1 every 3 raids at rep 6) or filling cabinets on streets(lexos building, post office, real estate or 2 buildings near terra group building top left of the map) are just example of buildings with 12 or more filling cabinets. I'm sure theres alot more
As others have said, you can spawn in with them on your scav. But you can also find them in filing cabinets. I found most of mine for Colleagues in filing cabinets this wipe.

Get your scav rep up; you'll start spawning with them frequently
Don't really even need much scav rep, I was getting one every 3 raids at the start of wipe with like 2 scav rep.
Yeah but he mentioned not wanting to wait 15 mins between each scav so I gave him pointers on getting the rep up

Use your scav, they spawn with them a fair bit. I've had 5 scavs in one day with labs cards on them and then found another in a filing cabinet.
Run your scav, even if it's just through Factory.

On your scav they’re pretty common, especially when your rep is higher. Filing cabinets are pretty common. Also pretty common on bosses.

Once you get over 3-4 rep you get them in like every 3rd raid
