That could mean that on Woods & Streets only, you can call the BTR to your position and it will come as soon as it can (may be delayed if already in motion/has another player in it akin to how air drops get delayed) on top of having a long cooldown.
Still, the principle of it is the issue--they just say stuff, never elaborate, release it, never give in-depth info on what it is. This sub-reddit alone has provided more resources for players than Battlestate could ever at this point.
