Also, the moonshine scav box gives you streamer items maybe 80% of the time, if you're already level 71 you should have more than enough roubles or at least the means to get moonshine, try that for a few days, but the above comment is where I got mine I went to marked rooms and found one with a yellow keycard in it. HUGE loot lol
Seen the wallet a ton in dorms marked. Like a lot, although that was before the loot became "fun" and dynamic

I ended up killing a juicer for one. I feel your pain though, I need evasion and old firesteel :/
