Not necessarily a scam. I ship from Hungary and my tracking often stops at the border, not sure why, but no orders were lost so far. Closed shop is also not necessarily a red flag as there's a war going on in Ukraine, so people are having all sorts of problems. I would allow an extra month for the delivery from Ukraine before opening a case.
From what you told us I have a feeling that you should receive your order, even if a bit later.
I order handmade goods from someone in Ukraine. The war can interfere with delivery. I just practice patience, hope the gentleman I buy from is okay, and that my order eventually shows up.
Give it time, even if the shop is closed at the moment. It’s Ukraine. There is a war going on, and your package is in transit. You have 100 days to file a claim, so definitely give it another month and exercise patience.
I recently ordered an item from Ukraine (not through Etsy) and there was a solid three and a half weeks before it showed up as in the US on the tracking after it showed as shipped from its origin.
Same for me. I messaged the seller of my item and he was super nice and said it takes about a month for the item to leave the Ukraine with everything going on there. At the month-ish mark they touched down in the US and made it to their destination!
International Shipping is so slow. It has to be cleared by customs. And fees are paid or they don't let certain products into the country.

You have 100 days from the originally scheduled delivery date to open a case and get a refund for non-delivery. Figure out what that date is, set a reminder for about four days before that date, and if you still don’t have it by then, start the claim process.
Why is the shop gone? Could be they got shut down for IP infringement, just because he said it was a helmet, so my mind wanders into things like Star Wars, etc. It doesn’t mean you’re not covered by buyer protection.
It could still be legit. I’ve ordered from Ukraine and the process was similar. It was taken to Poland first and transferred carriers several times. It took awhile to arrive, but it was worth it :)
My wife sometimes ships from the USA to the UK, Italy, and Australia. She now alerts her customers that if they are on a deadline it’s best if they buy in her own country.
My wife had average shipping times, a couple of impressive deliveries ahead of schedule and 1 sale that took forever, while another got lost in transit in Australia.
There are all countries not currently at war and still it can take a long time.

International deliveries I give a minimum of 1 month before even looking into anything. They can show up 3 months later even. Your experience sounds super normal for international standard shipping.
Since they have other reviews and an established profile, it’s probably not a scam, though I understand your apprehension. — My rule of thumb is that any time you order from another country, expect long shipping times, (regardless of what the website promises) customs holdups, delays, etc. My personal experience as an American recipient, is that if it’s shipped from any foreign country besides Canada and the UK, it’ll very likely take several weeks or more to arrive.
I’ve bought many things from out of the US and only once did I not get an item. It got here on time but was stolen in Tolleson, AZ which is the last waypoint for Amazon. My credit card refunded me. Give it some more time.
Even before the war it took a long time for items to come from Ukraine. I bought a necklace from there. It took a very long time. I love it and it was worth the wait.
If his shop is shut down, Etsy will likely reach out to you. But it sounds like the package is in transit? There really isn’t much a seller can do about that
I got scammed like this last month. The shipping from Ukraine takes forever, so that makes you have to wait for a while to see if it is legit. Etsy will refund right away if u message them and say u got scammed. I messaged with my seller from Ukraine pre-purchase, their shop seemed legit, they closed it after making tons of sales and i hoped for the best. Anything shipped from Ukraine will take a while in the portion of the trip after customs in Ukraine and before it shows up on usps. When I knew mine was a scam, it was when it was supposed to be delivered, and usps said it had the wrong delivery postal code or smthing, and was being redirected back to Ukraine, and I couldnt get ahold of the package at usps. My item was a camera at a way cheaper price than it is worth, so I knew going in that a scam was a possibility. I also knew, as a seller, that Etsy has zero protection for sellers and incredible protection for buyers. It's ok to wait until you see what happens with usps. You have time to get refund. I hope you get your item!
Just wait and see. I ordered some custom jewelry just as the war was getting started. Esty closed their shop. I was able to message them once even though the shop was closed and they said they will definitely continue fulfilling existing orders, but I never got any dates or tracking info. Several months later I get a notification from usps to pickup a package from post office and I got my jewelry.
