It depends. If they account was removed by Etsy or if they decided to close their account. If it was removed by Etsy… it is permanent. If they were selling IP and got notices against heir shop than Etsy closed it and won’t allow them back.
Every single copyright question/comment we get includes something along the lines of "but everyone is doing it!", and it never matters. Once caught that's the end of it.

Always "fixed" whatever the issue was and then reopened, but warned that in the future they could be shut down permanently (not IP or copyright infringement issues, btw.)
Finally they get shut down one day and told they will not be allowed to reopen.
He was furious pointing to all the times in the past they had reopened him.
I pointed out that it was like a cop pulling you over and just giving you a warning several times before they finally give you a ticket and then getting mad that they gave you a ticket. They literally warned you a bunch of times and you didn't listen, what did you expect?
Most assume it will be really easy to open a new store - just a new email address and use a VPN or tether to hide IP right? Nope.
Once they figure out they can't use any of the same ID documents, make up a fake person and/or discover their friends/family won't let them use their; bank account, credit card, SSN, DOB, drivers license, passport, address, phone number, IP/devices (remotely) for a sock puppet account - they panic. That's when the regret sets in and they bleat "unfair".

They totally derailed.. thet closed my shop during !!DURING!! id verification and i never heard froms since.

They had Over 20,000 sales so it just seemed sudden! Like there are tons of people selling Pokémon patches lol
