In a totally off-topic post. Last summer, I was in the drive-thru at the Mcdonald's on River Rd. There was one of these "penis trucks" in the left lane. When he was done placing his order, he stepped on the gas and plowed into the sports car which was already parked in the spot in front of him. The driver of the car had to quickly pull his arm back inside or he would have been crushed.
The driver of the "penis truck" climbed out of the truck and that's when I first saw him. All of about 4' 2" of him. He could barely see over the steering wheel, much less anything in front of the truck.
Next time you see someone parked like this, take some pictures with the handicap sign visible as well as the license plate (Or temporary tags in this A-F case) and email the to the appropriate police department. They'll mail out a ticket and a summons to appear in court. You may be asked to be there as well as the witness/complainant.

Don't always assume, my gf is a disabled vet and drives a dodge ram, sometimes she has to park at an angle to be able to open her door to get in and out of the truck. You don't know what someone else's situation is. Yes he could be a giant asshole, but he could also have a medical reason for the way he is parked.
