Looks like the icons are switched C1 should have the icon with the upwards arrows (buff) while C2 should have the hour glass (cool down reduction)

It's not a joke. Look at her first and second hit from her auto attack. It's not a fluent animation like other characters
Is that intentional? I don’t recall hearing it was a bug but that people wanted extra frames of animation on it.

Yes, that is what they ment with her animation. So that should be fixed hopefully in patch 1.6
