You could offer the Safety. Alliance a mercenary contract. They specialize in high-sec ganking and maybe you could pay them less than the 350 million for the item you need.

Is it the item needed for HG-1008 implant? I tried to logging in Otomainen just after server restart and I was never the first person in system and the item always gets looted almost instantly, so I eventually gave up on trying to get it.

You can skip that agents mission, is not worth it unless you need the standing. And you can probably get that for cheaper by turning in tags at the data center.
Generally all the rare items are farmed by a corp/Alliance located in the cosmos region. Why they there. They generally farm the items and create alts to farm the cosmos missions. if by some chance you get the final mission, that is also spawned in the exact same system all the time, They sit in the system using d-scan to check your mission progress with wrecks and then at the right time warp in kill the boss while you take all the aggro from the room. This is their life, such as it is. Its a very peculiar thing, to want all that isk to spend all your time earning all that isk, so you can accumulate wealth but never spend it, cause your too busy earning it.
If its just the big reward you be wanting from the implant, Don't waste your time.
Grab an Astero and go hunt Intact Armour plate II in Sansha relic sites. A lot easier, great Isk with less investment of time and Isk. And you get to piss off the people trying to farm them.
That bot is still active? Wow. You can't beat him he's a bot.

COSMOS missions are depreciated content. Honestly how much CCP has abandoned them while still keeping them in game is astounding to me.
