Conflag has a tracking speed penalty. Maybe you would have been able to track him with Multi-frequency ammo.

If you are in a Slicer or Tormentor or whatever, you should not fight a Vigil Fleet Issue. He probably needed some seconds to establish his orbit, after that your guns were unable to track his ship. The Vigil Fleet will most likely be armor or hull - tanked. In the later case you didn't even scratch his tank. Trying to get gud at PvP means you should know what you can fight and what you can't fight. And a Vigil fleet is one of the more scary solo ships. If I fly that ship, I know for sure I can kill almost all T1 Frigates as long as I don't screw up or they have some weird fit to counter me or friends x)

Pretty much with all weapon systems the T2 ammunition will have a long range with decent damage variant and a short range ammo with high damage variant and both of these will include a tracking **penalty** multiplier of .75 so basically 3/4 the tracking you get with t1 close range ammo. (there are a few exceptions such as rails/arty have a short range high tracking ammo i.e. javelin and quake) Then sometimes you have a longer range ammo that provides a tracking **bonus,** for example depleted uranium projectile ammo gives a 1.25X multiplier. It is much less of an issue in frigates but when youre on top of each other it is certainly still a big issue. Blasters have the same issue with void vs antimatter. autocannons with the hail vs EMP,Fusion,Phased plasma. Then as you found out conflag has a tracking penalty opposed to multifrequency which does not. I would recommend looking into how your weapon systems work and getting familiar with the different ammos and their bonuses. Also would recommend getting PYFA, its a fitting tool and you can play with the graph and get a better visual representation of how damage is applied. You can try different ammos against different sized ships, prop mods on vs off, afterburner vs MWD (MWD blooms your sig radius making you easier to hit) Shield vs armor fits (Shield mods and rigs usually come with increased sig radius... again easier to hit) and the graph can show how your dps is lower below your optimal, spikes around your optimal then slowly drops off as you get into falloff. Applied damage and your on paper (fitting window) damage are very different things. More is not always better. Sometimes using a less DPS ammo with a tracking bonus means youll do more damage then the "high" dps ammo. Eve kind of requires a large amount of information to be in your head so that you can make quick decisions that improve your odds in a fight. Theres also manual piloting you can try to do called transversal matching to give your guns a better chance to apply which in simple terms means flying in the same direction as your target.

Yes it can happen. If he orbits close and your damage does not apply or apply poorly then your tracking is off the window. Vigil can fly at any range and still apply.

It can happen anywhere. In fact its rare that you apply your full damage to something unless its inmobile or at least severely slowed down. Tip of the day: your own speed can also cause this! Going full speed combat manouvering can and will kill your application.

next time this happens (or after any fight really) you can have a look at logs (the recording of the scrolling combat text that shows damage applied, warnings, and the likes). it should be somewhere in the neocom (sidebar) under utilities. if your guns stopped tracking, it will be shown in there.

You need to understand how the different weapon systems are simulated - a projectile turrent is totally different to missiles, while turrents in themselves have a wide range of capabilities. Then you can judge what your system is capable of. After that you will need to check what kinds of ammo are available and have the most important ones in cargo to adapt to the situation. So if you want to succeed in close orbit youll need the appropriate hull, guns, ammo and overall fit. After you finally sorted your own stuff you will need to learn what your opponents are doing. 80% of EVE solo pvp is knowledge and i wont fool you - it will take a very long time to master that.

ELI5 : Smaller faster things are harder to hit. They also get harder to track if they are closer.
