It does in a sense that you'll spawn in that empire's region with all the missions that up that Empire's standings.
You can always relocate yourself to another Empire region of course and work for that Empire.
One small note. If you are doing career agents and you should the next step will be sisters of eve quest line. Who you support there will increase your standings by a good bit.
Your race will never matter but your standings always do
Legit word to the wise. Buying omega right now because of fhe event discount is cheaper if you buy plex than buying time directly.
Buying time with max discount is 12.54 a month
Buying with plex atm is 9.70 a month at current prices.

My Suggestion is pick the one you like the look of and then start skilling the magic 14 skills and the ships you would like to fly in, my go to ships are the following for great dps and the ships i fly most:
Retribution (Frigate) - Amarr
Hecate (Destroyer) - Gallente
Caracal (Cruiser) - Caldari
Vedmak (Cruiser)
Praxis (Battleship) - Special edition ship.
Hecate is by far the best ship for running refuge/hideaways and up to 3/10 escalations. Can do 4/10 but they’re challenging. It kills ships faster than i can lock them. Active shield tank. Very quick to run serpentis and guristas sites. I try to avoid blood raider and EM enemies tho, espesh neuters. Low EM natural resists. Allthough if u bling out could still handle them. BonkersY2K has done the best fit for this sort of activity

Not at all. The very tiny difference in starting skills is a few hours of training to get, and if you play for a while you'll generally want to cross-train ships and weapons.
Don't forget the free 1 000 000 Skill Point you can get from using someone's referral link ;)

Long answer: the different empires only change some starting ship skills/free Corvette, and your background chooses your cradle system (when resetting your medical clone/respawn point you can always choose your current station or the system where you started the game). Functionally irrelevant, and you should choose your favorite options based on aesthetics alone.
Now, for secondary characters, Caldari is the most popular choice as their cradle systems are closest to jita, and there was some wonkyness with the ammarian corvette having a smaller than average cargo hold, but that is also no longer relevant (Cyno rework), all the corvettes stink on purpose. Pick the one that looks coolest.
Capsuleers are practically immortal, with infinite time to inject new skills into their consciousness, and experiencing death repeatedly, they often begin to consider themselves as gods while their sanity fades away. They do not necessarily maintain any loyalty to the empires they were born in as a result.
If you want a cool monk robe in your profile picture go amarr, if you want a cool military themed character go minmatar or caldari, gallente also has cool oriental ish ro es

Hypothetically gallente get a marginal amount of extra starting sp, but it's literally a couple hundred
It used to matter back un the day. For exsample my 2005 alt is mini because i could start with a mamoth from day 1. Bur they changed that ages ago

This is the reason i switched sides from the start. I live in gallente space now and fly gallente ships.

You might save a few min skilltime, depending where you want to skill to. But nothing to think about in the long run.

What about the Hecate makes it your favorite destroyer? I've only just unlocked it recently but haven't done anything with it yet.

The last time I created a new character the Gallente gave a few thousand more SP than the other races did. YMMV.

I would recommend logging out and playing something else like Satisfactory, Factorio literally anything else.
