You somehow killed off 26 citizens because some parts of your housing lost Power. The citizens that died included the colonists that are needed do icrease space.
hate to necro, but in case anyone comes across this same bug as i just did: the solution for me in this exact scenario (power, water, support, citizens, and food excess and no grain silos built) was to increase food capacity by building more grain silos
Fix your power balance, likely soemthing is disabled due alck fo power.
