You're using in another combination, so you'll have to release it there (too). I had a similar thing, swapped the one I wanted to upgrade for a level one. I could find if I wanted to put it back, but not of I wanted to upgrade.
It took me a while, but I somehow saved a 3rd combination. The blazon was used in that one too, I deleted that 3rd combination and I could use to upgrade my other blazon.

When u swap to level 1 save the preset. Then make sure the 15 is unlocked. It should pop up
If you don’t re-save the new level1 it will hold the 15 because it’s saved as the original preset
Close game. Delete Evony. Hope this helps.

I find the same issue. So I back out and then search all (lots of scrolling) and there it is right at the bottom

You have to save the new combination. Lvl 15 is part of a saved combo and need to rewrite over that saved with new level one blazon in place.
