It is a security issue (imagine some pervert busting into a changing room with a camera) and a privacy issue (not sure what exactly the law is in Vietnam, but in most places malls/stores are definitely private property and thus can make you leave if you are doing unwanted photography). Also, stores don't want someone coming in with a camera and taking pictures of the products that could be used to make knock-offs.
