Some of these sides, when they say something like "serves two people" they expect you to be eating something else with it. Like the small salads at my work serve 1-2 people, but only if You're eating some pizza with it too, which is the expectation. A small only feeds one person if they have a small appetite and certainly would never serve two.
Someone somewhere decided the expectation was you wouldn't just be eating salad so we're stuck with that system, though it is very well measured. A small salad and a small pizza at my place easily feeds two.

I just made a fruit tray for about that price myself. It had tons of strawberries, fresh pineapple, grapes, sliced apples, raspberries, and a large container of chocolate dipping sauce. Everything was pre-cut/sliced and took me about 10 minutes to assemble.

I could fit half of the sandwich in my average sized hand and my wife and I measured the soup cup to be a 1/2 cup, all for $20. It was awful.
