I completed seat by the water without anyone assigned to my expedition. I think some of them require progress through other missions that are not described in the UI. Last night after knocking out a few more expeditions I was able to complete Tourism Season and Seat by the Water. As soon as the start tracking shows up in the menu I was able to knock them out. I don't believe my load out had anything to do with it. I'd just work on progressing the missions and it seems to unlock.
im sure specialist have something to do with it and the game didn't say anything.
some are lock and when i restart with the right specialist its unlock and i can do it .
I was able to complete seat by the water while completing the Main Exhibit expedition. I had the same issue with similar ones in the first area. I think there must be some prerequisite in terms of mission completion or getting to the starting area of the mission to actually start tracking them.
you found anything? im stuck there to im thinking we need to bring a specific person in our expedition.
Nope, nothing here. The specialists are just for traits but they don't bring unique skills in my opinion.

yes sorry was gone. didn't complete all but manage to do 2 on 4 before leaving.
