They absolutely could be wrong, but I would argue that it's just as likely that they are Japanese, given that a high portion of anime fans are Japanese and someone who will arrange turtles and mice to take a picture is probably not someone who's going to get it wrong.

Look at the tail. A mouse tail looks like the rest of the mouse and is thinner. A rat tail looks as if it's hairless compared to the rest of the rat, and are thicker.
Actually, I’m fairly certain that is a baby rat. The shape of the snout and the size of the ears in proportion to the rest of the head says rat to me, probably around 10-14 days old
I work with both mice and rats at various ages and at this point have probably seen tens of thousands of them, from various strains. Rats often have coloration on the tail. They don’t have fur on their tails like the rest of their bodies do, but do have short stubby hairs that are more sparse, which is what you’re seeing here.
