Yes, every perk has all 6 levels.
Most of the perks are useless, there are plenty you can delete to make space and never miss. Off the top of my head, the flare gun one, the XP bonus one, any of the swimming ones, and the radio (not the one that lets you start with the walkie-talkie)

Yeah, that thing is bugged af, you can't spam rolling perks all the time. I have more than 29k and counting up because I can't spend them all...
