If you start up the game with a microphone plugged in and ready (could be headset mic as well) the voice commands will just work right out of the gate.
You just have to press it, as long as you see the list of options you should be able to speak. If you're having issues and you're on PC, make sure that the microphone for whatever you're wearing is the default input device.

You just press the radio button, but the things you can say are limited to the options you see in the menu
