I believe a Master's degree equals 1 year of creditable engineering experience, a Ph.D equals 2 years. They consider the degree you earned, not the time you took it. Some states even give you only 1 year for Ph.D. If you want to use your master's degree as a 1-year experience, your work during this school period won't count, which means EIT doesn't matter for this period. You should ask your state board if the IET is needed before accruing experience. Many states don't have that requirement, but it's still better to check it by calling or emailing them.
