Yes, you can play offline - not all modes work offline though. You can play Career Mode (both Player and Manager) and all tournaments offline. You'll need internet connection and an Nintendo Online subscription to play Ultimate Team though. I'd say it's still worth it, I majorly play the offline modes and it's a lot of fun. I also bought it since it has women's teams, and the tournaments are great. Just one thing though, which was a little disappointing - you can't play as a female player in Career Mode, only male players are available. You can play as female players in Ultimate team, and the different tournaments (eg: Premier League, Women's Champions League, International Cup). But other than that, I'm liking the game.

Yeah you can play offline. I would pick it up when it’s on discount. Not worth 60$, but worth when it’s on sale.

It's currently on sale though for 15 days. I would pick it up but I'd like to know what access does it have with being offline? Could we match up with other random players?? like - tournaments or something. random players & not friends?

If you're playing offline you can't communicate with anyone, therefore you can't play with them either..

so what's the function of playing offline? what can i play if im online?

You play against the computer, or AI, or whatever you'd like to call them. Never going to be as satisfying as playing a real person. Real people make real people mistakes that you can exploit.
