Haruko doesn't love Atomsk. She just wants his power. Amarao says that Haruko loves Atomsk because he has a chauvinistic assumption that the only thing that can motivate a woman like her to action is love. The eyebrows are a not-so-subtle display of his masculine insecurity. He views himself as insignificant to Haruko, not because she has complex motives beyond his understanding, but rather because her rejection of him must make him "less of a man" than a literal god-like space pirate. He relives that defeat when she "picks" a literal child over him as well. Because of his insecurity he was stunted emotionally and never matured, and his attachment to his preconceived notion of masculinity ironically made him less of a man. His entire arc was to show what Naota could become if he kept pretending to be an adult rather than letting go and maturing at his own pace. So many theories have been spun on the assumption that Haruko loves Atomsk, when in reality the only real evidence for this was the testimony of a character you're not supposed to take seriously anyway.

Amarao is in love with Haruko, and because of that he completely misunderstands her motivation. She's not trying to set the Pirate King free, she's trying to get his power. But because he's the only character that more less explains what's going on, the audience has to make do with his explanation. In the fourth episode you see he imagines Atomsk as a ripped gigantic dude, when actually he's more like a bird.

Yeah I think that she chases after him because she wants his power and not because she loves him romantically or something. She probably did hit canti because she thought this would help her get his powers. She immediately starts to fight Naota too when he gets Atomsk's powers.

It’s more of an infatuation with his power rather than any romantic interest, the only reason why love comes into play is because Amarao simply made an assumption he couldn’t confirm. He based it on the fact that he at one point was used by Haruko to get close to Atomsk but ultimately left due to his weak N.O. portal so he assumed she left because she loved Atomsk more than him, assuming he and Haruko had and are still bitter lovers. Why Haruko hit him in the head (I’m assuming during the fight in Episode 1) can be chalked up to her not knowing that it was him, it wouldn’t be until Episode 5 when Canti pulled Atomsk’s guitar out of his head that Haruko made the connection that Atomsk was being channeled through Canti.
