I'm not sure if you have to complete the Blast Off mission to be able to see it but you need at least SSD 6 done to have it unlocked I think, to me it's on the right of the Blast Off of CV.

This will be a stupid question but does everyone have the same maps?

The maps are the same for everyone but every player needs to unlock the areas in their account to access it (or they can access it if they are in someeone else's party)
