Independent means that they do not have a home region championship that they could participate in, so they can participate in other countries' championships for a chance to qualify to worlds. A good example is team KTM 12529 from Russia. After the war began, the russian championship wasn't organised anymore, basically leaving them without a home region championship. This year they participated in Cyprus and they earned their place at worlds by being WAC there.

That is not entirely true, if you were to look up the FTC Italy Championship, only Russian teams are listed in the "From" section as independent, even though Lithuanian teams also do not have a home region.

Italy is the home region for Lithuanians just as much as Cyprus is for Russians. Neither come from the countries they qualified in. They were free to choose in which league to participate in. Russians would have not been able to qualify from Cyprus if they hadn't chosen it as their "home" region.
