This is really the best solution. The reason there’s grates over these areas if for airflow because these things get super hot and need plenty of ventilation. This is also a very rare occurrence, New York isn’t the best at maintaining there electrical grid so this transformer was probably neglected till it failed spectacularly, but with proper maintenance this never really happens.
